As all law enforcement agencies throughout the ages have kept up with the number of arrest made by each officer. The year 1906 was to be no different! The Chief of Police at the time was none other than Charles Frederick Schad (1874-1944). The end of 1908 has him living with his wife Amelia Loretta Schad at 109 West Intendencia Street and out of law enforcement. He and Riera hd moved into the saloon business with his partner Albert Riera Jr. at 210 South Palafox Street.
Schad had taken command of the city's force in 1905 and during his last year, the police headquarters had moved next door to the northwest corner of Jefferson and Main streets. On October 21, 1909, The new Chief, F. D. Sanders realized that Schad's 12-hour shift (6:00 am to 6:00 pm) that was assigned to the police officers was too long causing arduous working conditions and lack of productivity. Therefore, he instituted an 8-hour shift that has been used off and on for so many years.
In the meantime, one of the ways to determine an officer's productivity was in the number of arrests they made. Below is the aggregate amount found by the bean counters of their day.*
