For whatever reason, Pensacola passed a city ordinance effective October 1, 1913 requiring all saloons to close at 10:00 PM and they MUST keep their lights on all night. Was it an "anti-burglary" measure to have the establishment lit up at night? The closing so early could easily have been an attempt to reduce the impact of their menfolk staying out late, spending family funds, and spending time away from their families. However, it is curious about the lighting requirement all night given the cost of kerosene and wicks for the lamps and later electricity.
